Judge a tin by the tin
Every analysis that calls Pokemon tins bad value is doing the same arithmetic: two packs for the price of three, so a tin loses. That arithmetic is correct and almost beside the point. Nobody buys a tin to acquire cards efficiently — they buy it because it is under $10, it looks like a present, and the tin itself gets used afterward for dice, counters, coins or the small cards that fall out of everything else.
So the right question is not cost per pack. It is whether this is the best $8 to $10 object you can hand a child who has asked for Pokemon cards. It usually is, because the alternatives at that price are a single loose pack — which presents as nothing — or a cheap repack product of bulk commons.

Tin, chest or collection?

The collector chest deserves a specific mention, because it is the only cheap-ish sealed product that solves the storage problem at all. It includes a mini album, so the cards have somewhere to go the moment they come out of the packs. That mini album is small and will not hold a real collection — but it means the first twenty cards do not end up loose on a carpet, which is more than any tin manages.

Buying tins well
- Buy two or three rather than one. The whole appeal is the low unit price, and two tins is still under a bundle.
- Check the edition date if a specific promo matters. Tin promos rotate and retailers stock old editions alongside new ones.
- Add penny sleeves. A tin includes nothing to protect the cards with, and four packs of unprotected cards is four packs of future bent corners. Penny sleeves cost a few dollars per hundred.
- Do not buy a tin expecting the cards to be special. Tin packs are standard packs with standard odds.
